For most of the five millennia that separate Pharaonic Egypt from the Age of Discovery, maritime warfare in European waters was dominated by rowed ships known as galleys. Viking longships, Aegean polyremes, Roman pentaconters, Byzantine dromonds, Norman snakes, and English barges are all representative of the type, sharing long, shallow, light-weight hulls, and a low freeboard pierced by one or more banks of oars. Galleys usually carried a single mast with a square-rigged sail, to spare the rowers on longer voyages, and mounted a variety of weapons - bow rams, "Greek fire," ballistae, and so on; though their principal armament consisted of the personal weapons of the men on board. Tactically, the decisive stroke in a clash of galleys was combat between the respective ships' companies, which engaged each other in roughly the same fashion as soldiers on land. In ancient and early medieval times galleys were employed for trade as well as war, but improvements in the design of sailing ships gradually imposed a division of labor: beamy, slab-sided, lightly-manned merchantmen, powered by the wind, could carry a worthwhile cargo great distances at low unit cost, while the all-azimuth tactical mobility and short-range, on-demand speed of the oared galley made it the natural choice for fighting.

Beginning sometime after 1300, galleys were replaced by sailing warships armed with broadside-mounted cannon. It is scarcely possible to overstate the significance of this change. By combining the striking power of massed artillery with the sea-keeping qualities and logistical capacity of cargo ships, the sailing man-of-war eroded a tactical consensus stretching back to antiquity. It also became the means by which European overseas empires were created. Those empires lived off of transoceanic trade, which trade alone could provide the financial and material basis for a strong sailing navy. The workings of this virtuous circle lay at the heart of what Alfred Thayer Mahan called "sea power." Its central requirement, in military terms, was a fleet capable of preserving access to the sea for one's own commerce, while denying access to adversaries. The best means of exercising such control, Mahan concluded, was to defeat the enemy's fleet in pitched battle, a principle for which he claimed to find historical vindication in the global ascendancy of Great Britain during the previous three centuries.

The strategic possibilities of the broadside man-of-war were not immediately apparent. Its development was full of the false starts and dead ends that are typical of any comparably profound technological innovation. Nevertheless, the slowness with which such ships displaced the galley in the Mediterranean has always called for special explanation, as Mahan himself recognized, though he was unable to supply one. Sailing warships came to predominate in European waters, and then to project European power around the world, because they provided the only platform capable of mounting large numbers of heavy guns. Yet for two centuries following the development of effective artillery, galleys remained the primary fighting ships in the Mediterranean, despite their limited ability to employ the best weapon then available.

John Guilmartin's classic study Gunpowder and Galleys is an effort to solve this mystery. It was first published in lamentably small numbers by Cambridge University Press in 1974, and has now been reprinted by the Naval Institute, thus earning the thanks of all the graduate students who have rummaged through used book stores looking for it these past thirty years. Guilmartin rejects the idea that traditionalism or mere institutional conservatism could explain the prolonged divergence of Mediterranean navies from emerging practice elsewhere in Europe. He proposes instead to analyze galley warfare not as a vestige of earlier times, but as a "system of armed conflict at sea" (21) that was, in many respects, better suited to Mediterranean conditions than available alternatives. In systemic terms galleys continued to make sense, despite the fact that, viewed abstractly and in isolation, they appear to be no match for the broadside warship.

Maritime warfare in the Mediterranean was fundamentally amphibious. Galleys could not "control" the sea in Mahanian terms, because their narrow hulls could not carry the food and water necessary to sustain their large compliment of rowers, archers, and soldiers for more than a couple of weeks. Nor were galleys suited to the protection or raiding of commerce. Galleys could not escort commercial vessels moving day and night under sail, and as the latter grew larger and better armed they became unpromising targets as well. Even a few guns, when combined with a high freeboard and a reasonably numerous crew, could make a merchantman prohibitively difficult to board from a low-lying galley.

Because the victory of one galley fleet over another could not be exploited by means of blockade — the ultimate pay-off for successful fleet actions in the Age of Sail — such combats were not sought in the Mediterranean, where the main object of war at sea was not the enemy's ships, but the bases from which they operated. Those bases defined the effective range of galley fleets and, by extension, the range of a state's economic and political influence. Gaining and maintaining control of them was rarely a mission for naval forces alone. Guilmartin is reluctant to use the expression "naval warfare" to describe the war of galleys, and rightly so, given the intimacy of the interaction that prevailed between sea and shore.

The physical environment of the tideless, sandy-rimmed Mediterranean created tactical possibilities unknown in the Atlantic, the North Sea, or the Baltic, where rock-bound coasts and treacherous currents afforded fewer opportunities for such cooperation. Sailing warships gained quicker ascendancy in northern Europe not just because they were more capable tactically, but also, and primarily, because their stronger and more capacious hulls offered a better chance of surviving the fearsome effects of wind and weather, if only by allowing a ship to stand off from the land for however long it might take for danger to pass. This sort of capability meant little in the Mediterranean, particularly if it required the employment of deep-draft ships that could not operate exceedingly close to shore. Much of what Guilmartin has to say on this score may seem irretrievably exotic: it was not unusual, for instance, for a galley fleet to avoid defeat by deliberately grounding stern-first on a friendly beach, thus transforming itself into an extemporaneous coastal fort. Yet conditions in the sixteenth century Mediterranean can also seem disconcertingly familiar: the whole region, after all, was conceived by those who fought there as one vast littoral, in which the object of naval operations was to project power from sea to shore by means of what would today be called a joint task force.

Guilmartin's central concern is to analyze the impact of gunpowder weapons on this system of war. Of these the most important were cannon, which galleys were quick to employ to the extent they could, by mounting sometimes quite large artillery in their bows. Such guns were supposed to be fired at point blank range, as an aid to boarding. Fleet tactics were calculated to amplify the resulting shock. A well-ordered galley fleet advanced, like a land army, in line abreast, so as to concentrate the fire of its guns (a consideration that also explains the practice of stern-first defensive grounding, with all guns pointing out to sea). Individual ships could then employ their oars to maneuver at the last second, in order to bring their ordinance to bear most effectively against their targets. Repeated long range bombardment was deemed pointless, since a rowed galley could cross the effective range of existing guns in less time than it took to reload them.

The bow-mounted artillery of Mediterranean galleys is just the sort of half-hearted adaptation to technological change that casual observers are inclined to dismiss as a failure of insight, a characteristic refusal by a privileged and blinkered elite to see the true logic of a revolutionary system, and to accept that the old ways had to be thrown out root and branch. As Guilmartin demonstrates, however, the faltering application of artillery to naval war in the Mediterranean had less to do with a lack of understanding than with limited resources and competing strategic commitments. In the sixteenth century large guns were not industrial commodities, but expensive products of skilled craftsmen employing rare materials, which required similarly rare know-how to operate effectively. The slow adaptation of the broadside sailing ship in the Mediterranean, in Guilmartin's analysis, was driven above all by a shortage of adequate guns and proficient gunners: artillery experts were usually slaughtered if captured alive, a perverse but unmistakable sign of how highly their knowledge was valued.

In addition, two of the major contestants on the water, Spain and the Ottoman Empire, were also continental powers, whose leaders were inclined to reserve the best of whatever guns they had for their armies. It was perfectly possible for a galley mounting a meager handful of bow cannon to be transporting a half-dozen more powerful guns, useless to itself, in the form of a siege train to support a land campaign. Technological adaptation in the Mediterranean was thus shaped by a wide range of economic and social forces, as well as by timeless problems of resource allocation common to all military organizations. Given a limited number of guns and gunners, the question was ultimately whether tactical proficiency was better served by employing them in a small number of powerful ships designed to stand off from the land, or in a larger number of smaller and more maneuverable vessels designed to operate against the shore. This is, to say the least, a familiar puzzle, and no easier to solve today than it was five hundred years ago.

The difficulties of Mediterranean sailors were worsened by the fact that, while they may have operated in a closed sea, they were not alone in the world. The so-called "price revolution" that swept across Europe as a consequence of the influx of precious metals from the New World added an inexorable, inflationary pressure to the already thorny trade-offs required by new technology. In the broadest terms galleys could employ cannon only if their hulls became larger and more robust, and their crews correspondingly more numerous. By the 1570s, as Guilmartin demonstrates, their designs were approaching the limits of what human muscle could propel through the water. By then, however, it was not just the guns, but the muscle, that was becoming prohibitively expensive: the price of the humble ship's biscuit — the fuel by which galleys moved — tripled over the course of the sixteenth century, a change that was not match by any corresponding expansion of the Mediterranean economy. If the future belonged to the broadside warships of the Atlantic world, it was chiefly because they created the economic conditions by which their ultimately superior fighting qualities could be sustained. By the end of the sixteenth century it was possible for a bold sailor like Francis Drake to take a small but heavily armed sailing ship around the world, and return with a cargo of specie and spices worth twice the annual income of the English crown. No such possibilities existed in the Mediterranean, and it was this, above all, that doomed the system of war that had prevailed there for so long.

John Guilmartin's study of this complex transformation is the best available account of the technical and tactical issues involved, and an exemplary demonstration of what it means to fully contextualize technological change. It deserves a wide readership among a new generation of students of naval warfare.

NAVAL FORCES AS A POLITICAL WEAPON – THE WARS OF THE ROSES






In the absence of royal initiative in England, however, there were others who were willing and able to wield the strength derived from a force of ships to intervene in the increasingly complex struggles between competing factions and claimants to the throne. This is most clearly seen in the case of the Earl of Warwick, but the Duke of Burgundy and the king of France were also prepared to provide naval forces to support their favoured candidate for the English throne. 

Richard Neville, Earl of Warwick had been captain of Calais since 1456 and had taken the opportunity afforded by a relatively secure base to build up a squadron of ships. These were used in the manner most likely to advance the fortunes of the Earl himself and the Yorkist cause, which, at that time, he supported. To many English men his naval exploits in the Channel were a welcome sign of ‘enterprise upon the see’. Jack Cade’s proclamation in 1450 at the outset of the Kentish rebellion had bewailed the facts that, ‘the sea is lost, France is lost’. The French raid on Sandwich in August 1457 had been a humiliating reminder of the impotence of English defence. Now John Bale, himself a merchant and a ship-owner, could laud Warwick in his chronicle, praising his ‘greet pollecy and dedes doyng of worship in fortefieng of Cales and other feates of armes’. To modern writers Warwick’s deeds seem at least semi-piratical but to his contemporaries his attack on a Spanish squadron of 28 sail off Calais in early June 1458 and his taking of around 17 prizes out of the Hanse fleet returning with Bay salt later the same summer were victories to savour. It even seems not to have affected his reputation that the first engagement was not entirely successful. John Jernyngham’s letter to Margaret Paston which gives details of the encounter, recounts how he and his crew boarded a large Spanish ship but were unable to hold her. He concludes, ‘and for sooth we were well and truly beat’. The point to contemporaries was that Warwick, who was in fact bound by an indenture of November 1457 to keep the seas, seemed to be acting energetically and speedily even if not all his opponents were clearly ‘the londes adversaries’. 

His activities in 1459 and 1460 demonstrate with greater force the way in which the possession of a squadron of ships with experienced crews was greatly to the political advantage of both Warwick personally and the Yorkist cause. After plundering Spanish and Genoese shipping in the Straits in the summer of 1459, Warwick, who had joined the Yorkists in England, seemed to have miscalculated when he was forced to flee from the battle of Ludford Bridge. He reached his base in Calais safely, however, and from that point acted with great skill. Lord Rivers and Sir Gervase Clifton for the king had by December managed to impound Warwick’s ships in Sandwich harbour. The Crown also mustered a small force under William Scott to patrol off Winchelsea to repel any attack by Warwick. Warwick had many friends in the Southern counties, perhaps beneficiaries of his earlier actions in the Channel. Through them he was well aware of the Crown’s plans. In January a force from Calais commanded by John Dinham, slipped into Sandwich early in the morning, while Rivers was still abed, and persuaded Warwick’s erstwhile shipmasters and crews to return with them to Calais. The royal government attempted to counter this loss by commissioning further forces to serve at sea against Warwick. The Duke of Exeter in May 1460 in fact encountered Warwick’s fleet at some point to the east of Dartmouth and arguably had the opportunity at least to damage very severely the Yorkist cause if not put paid to it entirely. Yet as the Great Chronicle of London put it ‘they fowght not’. Richmond sees this as ‘one of those critical moments when action was essential but was not forthcoming’. In his view Warwick had what the Crown did not, a fleet and a fleet which was used to keep the sea. The use of that fleet was an important factor in the course taken by the domestic politics of England and to Richmond sealed the fate of the Lancastrians. 

In 1470, Warwick was personally in a much weaker position. He may still have had some vessels of his own; on his flight from England, after the failure of his intrigues on behalf of the Duke of Clarence, pursued by Lord Howard, he had taken prizes from the Burgundians. He could not, however from his own resources hope to mount an invasion of England to restore his new master Henry VI. He and Queen Margaret were dependent on the aid of Louis XI of France to provide such a fleet. This aid was forthcoming because of the seeming advantage to France in the restoration of the Lancastrians and their adherence to an alliance against Burgundy. Both English and Burgundian naval forces, however, were at sea all summer in an endeavour to keep Warwick’s French fleet in port. Their efforts seemed successful; by August Warwick’s men were demanding their pay and the people of Barfleur and Valognes had had enough of their presence. A summer gale then dispersed the Yorkist ships at sea and Warwick sailed across unopposed landing on 9 September near Exeter. By the end of the month Edward IV was himself a fugitive restlessly watching the North Sea from his refuge at Bruges with Louis de Gruthuyse, the Burgundian governor of Holland. If he in his turn was to regain his throne his need also was for ships. The Duke of Burgundy was perhaps more discreet in his support for his brother-in-law than Louis XI had been for his cousin, Margaret of Anjou. In March 1471, however, Edward left Flushing with 36 ships and about 2000 men and once ashore at Ravenspur by guile and good luck recovered his Crown. 

In the 20 or so years from 1455, therefore, it can be argued that the possession of the potential for naval warfare could be of great advantage to those who wished to be major players in both internal and external politics. No very great or glorious encounters between the vessels of rival powers took place in the Channel or the North Sea. The typical action was that of the commerce raider; a brief violent boarding action ending probably in the surrender of the weaker crew in an attempt to save their skins. Kings and other rulers possessed very few or no ships of their own and were reliant on the general resources of the maritime community. Yet, despite this, the perception of the pressure, which could be exerted by a fleet in being, was more widely appreciated. Warwick has been held up as the individual whose actions demonstrate this most clearly and it is hard to argue against this opinion. He, perhaps, until the fatal moment on the field at the battle of Barnet, also had luck. Would he have fared well if Exeter had attacked off Dartmouth in 1460? The reasons for Exeter’s loss of nerve are not really clear. Exeter had many warships including the Grace Dieu, built by John Tavener of Hull and formerly Warwick’s own flagship. The Great Chronicle of London speaks vaguely of Exeter’s crews being unwilling to oppose Warwick while the English Chronicle states baldly that Exeter was afraid to fight. Waurin, a Burgundian chronicler, has a circumstantial account of Warwick approaching the coming conflict with great circumspection, sending out fast small vessels ahead of the main fleet to gather intelligence and then calling a council of war of all his ship masters.47 The decision was taken to attack with vigour and maybe the sight of Warwick’s ships coming on at speed with the advantage of the wind terrified Exeter. His lack of courage was certainly a disastrous blow for his party. 

On a wider canvas, the situation in these waters as far as the relations between rulers goes has become much more open. In the first third of the century the conflict between England and France was the dominant factor with other states being drawn in as allies of one or the other combatant. After the middle of the century states pursued their own commercial and political interests in a more fluid situation. Naval power was diffuse, not necessarily concentrated in government hands, and the advantage might swing quickly from one state or group of traders to another.

ISLAMIC SHIPS AND SHIPBUILDING





A felucca is a traditional wooden sailing boat used in protected waters of the Red Sea and eastern Mediterranean including Malta, and particularly along the Nile in Egypt. Its rig consists of one or two lateen sails

The ship occupies a unique position in the Islamic tradition. The Qur’an counts it among the ayat (miracles) of God and devotes twenty-eight verses enumerating its benefits to mankind. The generic Arabic words for ‘‘ship’’ that appear invariably in the classical Arabic sources are markab (lit., a conveyance or riding vessel), safýna, and law (lit., a board or plank of wood); fulk (Ark), which is another term to denote a ship, is Qur’anic. It may be surmised that some of the variations are more linguistic than physical and that professional sailors and experienced sea travelers could appreciate the actual sailing characteristics of each type of vessel. A typical seagoing merchant vessel had to carry on board many anchors, appropriate hawsers and ropes, canvas and/or cotton sails, masts, oars, rudders, and draw bridges (for greater ease in embarking and debarking), in addition to nautical instruments, pilot books, and charts. Oversized vessels had to have service boats on board for the transport of goods to the quayside. Identical rules applied to ship sales and purchase contracts. Both parties to the contract had to specify the vessel’s tackle and navigational instruments in the bill of sale. When signing a contract to lease a specific vessel for the conveyance of cargo, shippers were most concerned with the seaworthiness of the ship, besides other considerations such as the freight tariff. Seaworthiness of a ship was associated with the equipment and amount and proficiency of the crew it was required to carry. The design, structure, condition, and equipment of the ship had to be suitable for carrying goods of a particular kind and bringing them safely to their destination. Meaning, it had to be technically able to encounter the ordinary perils of the voyage. Concerning the crew, bringing the carriage into completion required a lessor to recruit a competent master and professional complement to navigate the vessel under various circumstances; a ship that was powered by unskilled mariners could certainly be regarded as unseaworthy.
The office of Islamic muhtasib (market superintendent) supervised, among other duties, the construction of ships at the shipyard and carriage by sea. The muhtasib was helped by assistants called ‘urafa’ al-sina‘a (arsenals’ inspectors), whose main task was to insure the shipwrights’ observance of technical standards and prevent them from using inferior and inadequate raw materials. Exacting and thorough inspections were carried out to avoid human and financial losses. Whoever violated these regulations was punished. While the ship was still in the yard, a comprehensive technical inspection had to be carried out by the muhtasib (see Markets), the captain, and the ship’s scribe. Islamic law entitled sailors and lessees to not honor a leasing contract if a technical defect was discovered in the ship. The working hours of carpenters, including shipwrights, began late in the morning and ended before evening. Thus the inspection of commercial ships took place between sunrise and sunset, but not in the evening and prior to the loading processes. The amount of cargo the ship could properly carry was determined by the muhtasib. When the cargo was stowed and placed appropriately and the ship was ready to depart, an official examination to prevent overloading was requested by the muhtasib, or his representative, and the captain. The hisba manuals plainly state that ‘‘a ship can be freighted with cargo as long as the waterline (plimsoll) alongside the outer hull is visible.’’ Islamic law requires that each ship be marked with a load line to indicate how deeply the ship could legally be submerged. The waterline mark along the outer hull could not lie more than a certain depth below the surface of the water. The provision against overloading was intended to prevent not only sinking but also the overexertion of the rowers.
Types, dimensions, and technical constructions of ships varied in accordance with their purposes and bodies of waters they plied. Nukhayli counts more than 150 nautical crafts, including river crafts, coasters, and oceangoing and seagoing vessels that differed in their structures. Recent underwater archaeological excavations off the Palestinian, Turkish, and French coasts have shed further light on the Islamic technology of shipbuilding from the seventh century CE onward. Material and written evidence show that the length-to-beam ratios of a typical size of commercial vessel were usually 3:1 or 4:1, with a shallow keel and rounded hull; the wide beam relative to the length aimed to provide maximum storage for cargo. Shipwrights in the Islamic Mediterranean employed the skeletal-building method in all stages of the hull’s construction. All the frames were in place before the wales and upper side planks were added. At some point after side planking began, the open area between the bottom and sides was covered with an odd configuration of strakes, at least three of which did not run the full length of the hull. When planking was completed, they were caulked with a mixture of pitch or tar. After all the floor timbers were in place, the keelson was bolted between the frames and through the keel at irregular intervals with two-centimeterdiameter forelock bolts. Then stringers were added to the floor of the hold, on which a removable transverse ceiling was placed. Next came the side ceiling, clamps, and deck beams. The major difference in the construction techniques and methods between the Islamic Mediterranean and the eastern part of the empire is in reference to planking. The ship’s planks in the Red Sea and Indian Ocean were sewn together with ropes, while in the Mediterranean, iron nails were used. The lateen sail was a distinctive feature of the rig of Islamic ships in the Mediterranean.
The materials needed for shipbuilding were found within the Islamic domain. For instance, Egyptian shipwrights used different types of timber—lebek, acacia, fig, palm, and lotus, which were abundantly found in Egypt—in their arsenals. Later. and due to deforestation processes, cedar, pine, and other timbers were imported from Palestine, Lebanon, Asia Minor, and Europe. Furthermore, a closer look at the arsenals’ locations prove that beyond strategic considerations, they were situated near forests and areas rich in mining.

BATTLE AT PORTSMOUTH HARBOUR

Portsmouth Harbour has a very long history of use as a major port. At the north of The Harbour is Portchester Castle, the western most of the Roman Saxon Shore forts built around the Second Century.

The Anglo-Saxon Chronicle tells us baldly that in 501 there was a battle at Portsmouth Harbour in which an important British prince was killed. ‘In this year Port and his sons Breda and Maegla came to Britain at a place called Portsmouth, and slew a young Welshman, a very noble man.’ This has been taken by Morris as a rare instance of the two independent traditions describing the same event. ‘Llongborth’ is not obviously the same place-name as Portsmouth, but it means ‘port of the warships’, which describes the Portsmouth Harbour of those days, and of subsequent centuries, very well. A naval station where a Dumnonian prince fell is likely to be the westernmost Saxon shore fort, Portchester, at the head of Portsmouth Harbour; this is a likely location of the battle of Portsmouth/Llongborth. The Tale tells us that Arthur was there too, as Geraint’s commander-in-chief, and shared in Geraint’s defeat with the ‘men of Devon’. 

King Geraint was succeeded by Cato or Cado and both Geraint and Cato, whether father and son, uncle and nephew, or brothers, are remembered in later traditions as close associates of Arthur in war and peace. Geraint held lands on the south Cornish coast, while Cato’s lands lay on the north Devon coast.

The archaeological evidence paints a picture of an alliance between the powerful Jutes (early English) of Kent and the British kings of IW that started at the turn of the 6th Century - as evidenced by the hilltop burial on IW of a (mystical) noble Jutish woman with gold at her head, a (possibly Mithraic) key in her hand, snake ring, and a crystal ball between her legs. Such dynastic linking between Britons and English would be a typical way of normalising relations to allow resumption of coastal trade.

Looking at the sequence of events remembered by the English rather than the dodgy dates they added later(29); Portchester fell to an attack by Saxons and Britons leading to the death of a 'very' noble Briton(30), who has been associated with Geraint (a legendary knight of Arthur).

HOMERIC SHIPS




The ships which were the target of Hector's attack in the Iliad were lightly built, easily launched, easily beached and easily relaunched again. To protect the Greek ships from Trojan assault, Agamemnon was in favour of hurriedly rowing them out to sea. He was dissuaded by Odysseus, but the physical possibility of such an emergency manoeuvre was not in question. The Homeric ships carried a single sail on a yard suspended from halyards. The prow and the stern were decked, but the intervening space amidships was occupied by rowers’ benches. Odysseus, as a passenger in a Phaeacian vessel, slept in the stern, on the flat surface of the deck-not under it. There was no lower deck. 

Already, in Homeric times, the construction of a merchantman differed from that of a war galley. References to merchant ships prove that they were comparatively broad built, and they apparently had a normal complement of 20 rowers. Fighting ships, which were also troopships, carried considerably more men. The rowers must, for the most part, have been fighters themselves, and there does not usually seem to have been any distinction between oarsmen and marines, such as existed on Greek warships in classical times. We learn that the rowers in Philoctetes' seven ships were all skilled archers -like their leader. On the other hand, Agamemnon provided ships for the contingent from Arcadia-an inland territory-since the Arcadians were not a seafaring people and did not possess ships of their own. The context suggests that the Arcadians were not called upon to do the rowing either. 

Achilles sailed with 50 ships to Troy, and each ship carried 50 men. The Homeric narrative does not specify 50 rowers. Ships of the Boeotian contingent carried 120 men each. One cannot assume that all of them were rowers; if they were, they must have relieved each other at the oar. In any case, the number of rowers cannot always have coincided with a ship's full complement. Odysseus lost six men out of each of his ships in his fight with the Cicones, those old Thracian allies of Troy, not to mention other casualties incurred at later stages in his voyage. If the rowers were all fighting men, casualties were to be expected; thus, the same ship cannot always have been propelled by the same number of oars. 

Warships seem to have been chiefly used for assaulting coastal cities and raiding littoral areas. There is no description of any naval engagement, properly speaking, between Greeks and Trojans. Sea fights, however, certainly took place in Homeric times, and the Greek ships were equipped for such fighting. When the Trojans attacked the ships on the beach, the Greeks met them with long, jointed boarding pikes, of a type used in sea fights. The pike wielded by Ajax was 22 cubits (about 36ft, 11m) long. 

The Trojans do not seem to have maintained a standing navy of any importance. When Paris sailed for Greece in search of the world's most beautiful bride, a special shipbuilding programme was inaugurated for the purpose. Such at least was the story of the Cyclic poet. Presumably the coastal allies of the Trojans had navies to equal those of mainland Greece. At any rate, ships must have ferried their Thracian supporters across the Hellespont.

OTRANTO AUGUST 1480

Almost forgotten today is Sultan Mehmed II the Conqueror's amphibious attack against Otranto, though in western Europe the Ottoman assault was easily the most electric news of the year. In August 1480 about 10,000 Turkish troops landed, a large force at the time, and they easily took the small city after a brief, three-day siege. The seizure was only the opening operation of a larger intended conquest of Italy: Realizing full well the danger at hand, all the Italian states rallied to the defence of Christendom (except Venice, whose commercial connections in the East were always a complication), pledged themselves to a formal Holy Alliance against the Turk and sent money and men to help the King of Naples remove the Turkish bridgehead. Through the winter of 1480 and into the following year the allied Italian force maintained a blockade, but the decisive event of the siege occurred back in Constantinople - the sultan's death in May 1481. The resulting concentration of political energy on the capital eliminated the possibility of reinforcing Otranto, and so in September the Turkish garrison surrendered on terms (they were none the less put to death in revenge for the thousands of Christian captives massacred or sold into slavery). Many Europeans had not expected a Turkish defeat. Sensing a looming tragedy, during the siege a German cleric had made his pilgrimage to 'the Eternal City before ... it was taken by the Turks'. In 1481 the fall of Rome to the sultan was scarcely less imaginable than had been the fall of the second Rome, Constantinople, twenty-eight years before. Over the next generation, wild rumours and prophecies flourished in Italy and Europe: that the Pope had been seized by Barbary pirates, or that the sultan would take Rome, but turn Christian and usher in the next age.

Egyptian exploration (ancient Egyptian exploration)



Ancient Egypt was a civilization that flourished along the valley and delta of the NILE RIVER in northeastern Africa for more than three millennia, from before 3300 B.C. until 30 B.C. Many of the themes associated with ancient Egyptians are familiar: the great pyramids and their burial chambers; sphinxes and other statues combining human and animal forms; large temple complexes; and hieroglyphics. Their place in the history of exploration is not so widely known, however.


Egyptian history is divided into periods for purposes of study. In prehistoric times, the people who became the ancient Egyptians migrated from western Asia to the Nile and settled among indigenous Africans. By about 3500 B.C., in predynastic Egypt, two kingdoms competed with each other, referred to as Lower Egypt of the Nile’s northern delta area, and Upper Egypt to the south. Their unification in about 3000 B.C. led to a succession of 30 dynasties of native pharaohs (or monarchs) and an expanding empire.


For purposes of study, the dynasties are grouped into the Old Kingdom (or Old Empire), the First Intermediate Period, the Middle Kingdom (or Middle Empire), the Second Intermediate Period, the New Kingdom (or New Empire), the Third Intermediate Period, and the Late Period. In the Second Intermediate Period, the Hyksos, a Semitic people from Syria, ruled Egypt; and, in the last two stages, after a long-term war with the Hittites of Asia Minor, which weakened the Egyptian Empire despite a treaty in about 1290 B.C., other peoples held power for a time—the Libyans, Nubians, Assyrians, and Persians—but native leaders did manage to come to power once again. The conquest of the region by Macedonian ALEXANDER THE GREAT in 332 B.C. led to a hellenized culture in Egypt (that is, a culture influenced by the Greeks). A succession of Greek rulers known as the Ptolemies—Ptolemy I to Ptolemy XIV—ruled through 30 B.C., when the Romans annexed the region.


In the course of their history, the Egyptians developed their maritime skills on the Nile River and eventually ventured into the MEDITERRANEAN SEA and the RED SEA as well, although their GALLEY ships were not as seaworthy as those of other ancient exploring peoples in the region, and they did not apparently venture as far west as did the Minoans and Phoenicians. The Egyptians sought raw materials and products from ancient kingdoms to the east into Asia and to the south and west into Africa, such as lumber, precious metals, and spices, as well as slaves and exotic animals. They also engaged in conquest and, under Thutmose III during the 18th dynasty (during the New Kingdom) in the mid-15th century B.C., controlled territory eastward into Asia as far as the Euphrates River, including some Phoenician cities and all of what is now Syria.


The earliest recorded sea voyage (although there had no doubt been countless beforehand) involves the Egyptians of the Old Kingdom. In about 2780 B.C., according to their picture writing known as hieroglyphics, Snefru, the first pharaoh of the fourth dynasty (during the Old Kingdom), sent a trading expedition—probably across the eastern Mediterranean to the Phoenician city of Byblos near present day Beirut, Lebanon—to trade for cedar logs. Moreover, the earliest actual explorer on record was an Egyptian, HANNU, who in about 2450 B.C., during the fifth dynasty (during the Old Kingdom), journeyed southward for the pharaoh Sahure via the Nile to the land of PUNT—the exact location of which is unknown—for precious metals and spices. Another early explorer was HERKUF, an Egyptian governor of a southern province, who, in about 2270 B.C., during the sixth dynasty (of the Old Kingdom), led a trading expedition for the pharaoh Mernera from the upper Nile River southward to the interior of central East Africa. In about 1492 B.C., during the 18th dynasty (during the New Kingdom), Egyptian queen HATSHEPSUT (Thutmose III’s stepmother), who had assumed the power of pharaoh after the death of her husband, sent a trading expedition under her lieutenant Nehsi down the Red Sea to what is again identified as the land of Punt. And, in about 600–597 B.C., during the 26th dynasty (during the Late Period), the pharaoh NECHO II commissioned a Phoenician maritime expedition into the Red Sea and Indian Ocean, which perhaps circumnavigated Africa.


During the reign of the Ptolemies, there were other expeditions as well that helped unite the ancient world. In 120–115 B.C., EUDOXUS, a Greek navigator in service to Egypt, made two trips across the Arabian Sea to India. On the second journey, he made a landing on the coast of East Africa. Eudoxus also attempted a circumnavigation of Africa. And, in A.D. 45, HIPPALUS, another Greek in service in Egypt, located a more direct route from across the Arabian Sea out of sight of land to India.

Hannu, also referred to as Hennu, the name of a sacred boat in Egyptian mythology, was an Egyptian mariner during the Fifth Dynasty. Based on hieroglyphics of the Egyptians, in about 2450 B.C. (although some sources indicate three decades earlier), Hannu and a force of some 3,000, sent by the pharaoh Sahure, traveled southward by way of the NILE RIVER, then overland, reaching the land of PUNT—possibly parts of what is now Sudan, Eritrea, Ethiopia, and Somalia—and the Arabian Peninsula. He reportedly returned to Egypt by the RED SEA with precious metals and spices, including gold and silver, as well as ebony and myrrh. Hannu’s journey is the first recorded expedition for the purpose of exploration.

Herkhuf (Harkhuf, Harkhaf) (fl. 2270s B.C.)

Herkhuf held the position as governor of one of ancient Egypt’s southernmost provinces during the reign of the pharoah Mernera of the Sixth Dynasty. In about 2270 B.C., Herkhuf undertook a trading expedition up the Nile into equatorial East Africa, which brought back a cargo of ebony, ivory, and frankincense, the latter commodity being highly valued for embalming and for use in religious ceremonies. Under Herkhuf ’s command, additional expeditions ventured into the regions south of Egypt, returning with more valuable items from the tropics. He also reportedly brought a native captive from the upper Congo River (Zaire River) region. Herkhuf ’s trading enterprises constitute some of the first long voyages to be undertaken by EGYPTIANS and provide an early record of the earliest known contacts between the ancient civilizations of the eastern MEDITERRANEAN SEA and those in the interior of Africa.

Phoenician Merchant Ship





The best navigators and shipbuilders of the ancient world in 1500 - 1000 years B. C. were Phoenicians who lived on the Eastern coast of the Mediterranean Sea. The famous Libyan cedar, which covered slopes of their motherland, gave an excellent material for building of strong seafaring ships. The picture depicts a Phoenician merchant ship dated 1500 year B. C. This was a sufficiently capacious vessel with powerful posts and two stern oars. Twig gratings were strengthened along the boards of the ship to protect the deck cargo. The mast carried a square sail fastened to two curved yards of an Egyptian type. A large amphora made of burnt clay was erected on the stem to keep drinkable water. Phoenician helmsmen contributed to the navy science introducing separation of a horizon circle into 360 degrees and they composed reliable celestial reference-points for future generations of seafarers.

After the fall of the Eastern Roman Empire the struggle on the Mediterranean Sea was held between Byzantine and the Arab world. The dromon became the main type of ships at that time and besides, both opposing sides used them. She was a war ship who dismissed biremes and liburnas. Firstly the dromon was launched about the 6th century A. D. and was used in different variants up to the 12th century. We little know about this ship, however the Byzantine manuscript dated by the year of 850 contains an engraving with the dromon of that period. Her construction resembles that of the bireme with two rows of rowers. She had two masts with Latin sails on them. But the first vessels of such a type had only one row of rowers and they looked like a liburna with a single mast. Later on two- and three-masted dromons appeared. Their length was varied from 30 to 50 m, the width - from 6 to 7 m. There were helms on the stern - one at each side of a board. The ships had sharp forms and were sufficiently fast. The crew consisted of from 100 to 300 people depending on dimensions of a ship. There was another ship in Byzantine called heladion, but we know quite less about her than about the dromon. The dromon's keel ended by an underwater ram just like for the bireme. The main weapons on the dromon were catapults, which threw fiery shells at a great distance. On the bow and the stern parts of the vessel there were raised decks for bowmen. Powerful and heavy catapults had a possibility to throw shells with the weight of 500 kg at the distance of 1 000 m. Dromons were also armed by light flame-throwers (syphonopho-rami), which flooded enemy ships by fluid burning mass (Greek fire) consisted of tar, sulphur and nitre dissolved in oil. At slight contact with water this fluid blazed up. Such a fire only flamed up in extinguishing by water and it was put out only by wine, vinegar or sand. The precise consistence of such a mixture as well as a construction of weapons did not come to us. Dromons were defended by metal armour against enemy's rams.

Egyptian Papyrus Boat




Egyptian ship made of papyrus is one of the ancient in the world. Firstly it represented itself only a papyrus raft and to about 3500 year B.C. it became already a real ship. The ship was used only for navigation on the river Nile. Her bow and her stern were raised specially to pull her across shallows. But foreseeing the possibility to raise the bow and the stern higher with the help of ropes, Egyptians started their voyages at sea. The known expeditions of Tour Heyerdal on the papyrus rafts Ra-1 (1969) and Ra-2 (1970) showed that papyrus could stand two months of seafaring. Of course, Ra-1 had sunk earlier but it was due to great roughness at sea and the fault of the crew who did not pull the rigging steering the curve of the stern. On Ra-2 the stern was raised sufficiently from the very beginning of the seafaring. Ra-2 departed and in two months she reached Bridgetown, the capital of Barbados. Constructively Ra-2 was made of short papyrus bundles as they saturated less water. Bolivian Indians from the lake of Titikaka built Ra-2. From ancient times up to nowadays they navigate on such cane vessels calling them 'totorus'.

Egyptian sailing ships were built by binding together papyrus bundles and the thickest of them were placed on the outer surface of the vessel. The sail was square. It was made of cloth or papyrus. It was hung on two yards, which were tied together to make them longer and which were fastened to the two-legged mast.

At moving downstream the Nile there was always a head wind and at upstream navigation there was a strong flow so the sail was useful. Rafts and vessels of such a type are used nowadays in the Eastern Africa, Persian Gulf and South America.

Etruscan Vessel - 4th Century BC





The images of Etruscan vessels are found on the tombstones of the central part of Italy (dated the 4th century B. C.). Resembling ancient Phoenician vessels by their forms these ships were differed by their sharper curve of posts and they had much in common with later vessels of North-European peoples. As in the Viking ships their oars passed through the holes in boards thus giving a possibility for more comfortable (lower) placement of rowers and for their defense by a high board. Short leather hoses closed slots between oars and a board. The vessel was steered by a single steering oar with a cross helm strengthened outside the starboard. The mast installed in the middle part of the ship carried a square sail with a yard. The upper band of planking was ornamented by a stylized image of a wave. The sternpost with two outside hanged shields was ended like a fish tail. The same shields were strengthened in the upper part of the stem and along the whole board. A figure in the form of a sheep head was installed on the bow part of the ship. It was a useful constructive element that defended the hull of the ship against the strike of an enemy's ram. The fighting metal ram was installed at the waterline level and was strengthened to the keel beam. Wide, high boarded, with a big sagging Etruscan vessels obtained sufficient seaworthiness for navigation in the Mediterranean Sea.

ANCIENT EGYPTIAN NAVY

Egyptian squadrons composed of speedy keftiu, kebentiu from Byblos and Egyptian transports patrolled the eastern Mediterranean.

Unlike the later Greeks who developed special naval techniques (used also by Late Period Egypt), maritime battles by New Kingdom Egyptians and their opponents, the Sea Peoples, were fought by seaborne land troops. The Egyptian deployment of archers and the fact, that Egyptian ships could both be sailed and rowed, gave them a decisive advantage, despite the inferiority of the vessels themselves, which were at times quite sizable carrying up to two hundred and fifty soldiers.


But often the navy was little more than a means for getting land troops to where they were needed. Senusret III reached Nubia by ship

Soldiers could also be transported at great speed to the Asiatic coast where they came upon the rebellious Canaanites without warning. Thutmose III employed this technique with great success.


Egypt lost its role of maritime superpower after the end of the New Kingdom. Phoenicians and Greeks became the main players in the Mediterranean. Continental powers like the Persians used these sea-faring nations to impose their control on the seas.

Egypt renewed its navy under Necho II, investing heavily in the development of biremes and was possibly among the inventors of the more powerful triremes in its attempt to fight off the Persians. It was unsuccessful and thereafter its fleet was at the behest of the foreign power controlling the country. Dozens of Egyptian ships were incorporated into the Persian fleet fighting the Greeks.


The last of the Ptolemies, Queen Cleopatra VII joined forces with the Roman Marc Anthony, in an attempt to preserve Egypt's independence. But her fleet was defeated at Actium, which spelled out the end of pharaonic Egypt.

ISLAMIC NAVY




It is commonly believed that Mu‘awiya Ibn Abi Sufyan was the first planner and establisher of the Islamic navy. A careful examination of primary sources reveals that the first Islamic naval expedition in history took place in AH 17/638 CE during the caliphate of ‘Umar Ibn al-Khattab and was led by al-‘Ala Ibn al-Hadrami, governor of Bahrain, against Persia; it ended with a trapped Islamic army nearby Istakhr. Three years later, in 20/641, with the permission of ‘Umar, ‘Alqama Ibn Mujazziz crossed the Red Sea toward Abyssinia. The expedition was disastrous, and only a few ships returned safely to their home port. In view of these facts, one may justifiably feel that the reluctance of ‘Umar Ibn al-Khattab to permit his generals to embark on naval adventures did not result from religious considerations but from his unsuccessful and disastrous attempt against Abyssinia. However, the establishment of the Islamic navy in the Mediterranean Sea occurred during the reign of Uthman Ibn ‘Affan. It was through the joint efforts of ‘Abd Allah Ibn Abi Sarh, governor of Egypt, and Mu‘awiya of Syria that the first maritime expedition on Cyprus in 28/648–649 was launched. 

The Islamic expansions in the East and the West were not destructive. Muslim authorities not only preserved all dockyards, naval bases, and systems in the former Byzantine and Persian provinces, but they also founded new maritime installations—arsenals and naval centers—along their maritime possessions. Along the Syro-Palestinian coast were Tarsus, Laodicea, Tripoli, Beirut, Tyre, ‘Asqalan, and, most importantly, ‘Akka (Acre), from which the first Islamic naval expedition was launched against Cyprus; Egypt had Alexandria, Rosetta, Damietta, Tinnis, Babylon, and Clysma on the Red Sea. As for North Africa and Spain, their most important naval centers were Barqa, al-Mahdiyya, Tunis, Bougie, Ténès, Badis, Ceuta, Cádiz, Algeciras, Seville, Málaga, Almuñécar, Pechina/Almeria, Cartagena, Alicante, Denia, Valancia, and Tortosa. Likewise, they maintained and developed several naval centers in strategic Mediterranean islands, such as the Balearic Islands, Sicily, Crete, and Pantelleria. As a protective measure and until Muslims had acquired supremacy over the sea, the headquarters of their fleets were located in inland waters; the Egyptian navy was in Babylon, whereas the Andalusian one was in Seville. 

Amir al-bahr (admiral) was the supreme commander of the maritime frontiers and naval forces. The duties of the construction of warships and the selection of appropriate materials—timber for keels, planking, masts, yards, oars, oakum, metals, skins, cables, pitch and tar, and other fittings—were laid upon him and a team of inspectors, who had to ensure that shipwrights observed technical standards and did not use inferior or inadequate raw materials. Every ship passed a comprehensive technical inspection while it was still in the yard and during the journey to avoid unpleasant consequences. Among the types of warships built in the arsenals for the fighting fleets in the eastern and western basins of the Islamic Mediterranean were dromon, fattash, ghurab, harraqa, jafn, jariya, qarib, qarqur, qishr, shalandi, shini, tarida, and zawraq. 

The responsibility of recruiting highly skilled sailors, patient artisans, brave warriors, alert spies, and physicians rested with the admiral and his chief commanders. Papyri from early Islamic Egypt show that the method of recruitment of sailors for the raiding fleets was compulsory; sailors were drawn from all provinces and included various classes of the population. In case of reluctance or fugitiveness, the local authorities had to pay the wages of men hired from another place. As for the fighting men, they were Arab emigrants and mawalis who settled in the Levantine, Egyptian, and North African frontiers. Only experienced crews and warriors with high morals who were faithful, professional, and fearless in the face of the enemy were taken onboard. Supplies for the ships’ human element included bread, butter, wine, oil, and salt. 

Only a few Arabic manuals dealing with Islamic naval warfare have survived. Ibn Mankali’s handbooks, Al-Ahkam al-Mulukiyya wal-Dawabit al- Namusiyya fi Fann al-Qital fi al-Bahr and Al-Adilla al-Rasmiyya fi al-Ta‘abi al-Harbiyya, give great detail about naval preparedness and tactics. Because Islamic warships could be attacked with all kinds of weapons, their commanders were instructed to carry a large supply of spears, swords, crossbows and arrows, stones and catapults, venomous creatures sealed up in earthenware jars, and combustibles and Greek fire. Ibn Mankali describes how to be prepared against enemies, addressing such things as the following: exercises; prayers offered and speeches delivered before the actual combat; time, place, and disposition of enemy; strategic tactics and arrangement of warships; disposition of the flagship; and the flags to be used during the maritime battle for signaling purposes.

Later Empire/Early Byzantine ROMAN NAVY




Land troops were supported by the Roman navy which was part of the army and not a separate service. Standing fleets of warships (for fighting) and merchantmen (for supply and transport of troops) were based throughout the empire. Individual squadrons were commanded by praefecti. In the west the major fleet was based at Ravenna, though there were other fleets in Italy, Gaul, Africa and Britain. In the east Constantinople became the major fleet base, while other smaller fleets were based in Egypt, Antioch and the Crete–Rhodes region. As part of the army naval expeditions were commanded by generals. In 324 Constantine’s fleet was commanded by his son Crispus, while Licinius’ was under an otherwise unknown Amandus. Later in the sixth century Belisarius reconquered Africa as the magister militum per Orientem.

Although fleets made a significant contribution to Roman military power, through defence of the Rhine and Danube frontiers by river flotillas and logistical support, there were very few campaigns which could be characterized as naval, primarily because Roman enemies rarely possessed significant fleets of their own. By far the most important naval encounters occurred in civil wars, the defeat of Licinius in the Bosphorus in 324 and the failure of Vitalian’s attempt on Constantinople in 515 when Greek fire was used to destroy his ships (Malalas 16.6 Thurn=403.5–406.8Dindorf ). In the 250s and 260s Gothic groups north of the Black Sea gained control of local fleets and rapidly became proficient at raiding, but their motley collection of fishing vessels, merchantmen, rafts and naval boats was always vulnerable to challenge by a proper fleet. Carausius and Allectus in Britain were a more formidable threat, since they had taken over the imperial Saxon shore fleet, and their suppression by Constantius in 293– 6 entailed a substantial naval expedition (Pan. Lat. 8.11–19). The Vandal capture of Carthage gave them control of Roman shipping and led to the first serious challenge to imperial domination of the Mediterranean since the PunicWars of the Republic, but their main activity was ravaging; even the massive expeditions dispatched from Constantinople in 468 and 533 passed off without confrontation at sea, the former being disrupted by fire ships at Syracuse and the latter arriving when the Vandal ships were busy off Sardinia. In the east it was feared that Persian access to the Black Sea would permit them to develop a fleet and threaten Constantinople (Procop. Wars 2.28.23), but when the Persians did eventually capture Phoenicia and Egypt in the seventh century they did not exploit what maritime resources fell into their hands: at Constantinople in 626 the Persians relied on Slav canoes to ferry them across the Bosphorus (Chron. Pasch. 722.14–723.12). The Slavs were effective raiders, but their light ships were no match for proper Roman vessels, as the engagement in the Golden Horn in 626 demonstrated (Theodore Syncellus 311.7–312.5; Georg. Pis. Bellum Avaricum 441–74). It was left to the Arabs to create a powerful fleet, in spite of the reluctance of the Caliph ‘Umar and their inexperience of maritime matters; the development was as striking as the emergence of the Roman navy during the First Punic War.

OTTOMAN NAVAL ECONOMICS AND OPERATIONS

One formula for limiting military expenditure that had been successfully applied in the sixteenth century was to restrict central Ottoman treasury disbursements for the navy to a small proportion of general defence expenditure. Figures supplied by Ayn-i Ali for 1609 indicate that naval personnel accounted for only three per cent of manpower and four per cent of salary payments for the armed services borne by the central treasury. For a contemporary European context we learn that the cost to France of waging land wars against the Protestants in the 1620s represented roughly one-half of all state revenues from direct taxation. Because of the greater cost of equipment in naval wars, even apart from personnel considerations, land wars always represented the smaller burden. The French example, furthermore, represents an underestimation of real costs, since in foreign wars transport and provisioning costs were at much higher levels. That the Ottomans were able through much of the sixteenth century to wage a semi-continuous series of land wars without heavy reliance on exceptional levies and campaign contributions was due in part to the absence of competing resource commitments within the central fisc for the waging of sea battles. In the sixteenth century cost-containment in the naval sphere was achieved through the cooptation by the imperial fleet based in Istanbul of corsair freelancers whose fleets operated out of Algiers, Tunis and Tripoli. 

The large armadas mobilized on both sides of the Mediterranean in the sixteenth century were the result of multi-party collaborative effort representing the combined capacity of privately-operated and state-subsidized fleets. By contrast, in the seventeenth century a growing share of the burden and expense of activism in the naval sphere was being borne by the state and taxpayers in the core provinces, especially western Anatolia. Under exceptional circumstances the sixteenth-century fleet mobilizations of strategic importance for the Ottomans warranted treasury subsidy, but the short-term effect of such subsidies was to annihilate all surpluses accumulated by the treasury and curtail the Ottomans’ readiness to mobilize quickly for land campaigns. As an example, it is estimated in contemporary Western sources that the cost to the Ottomans of outfitting the fleet sent to aid their French allies in 1543 was 1.2 million ducats, equivalent at current rates of exchange to 72 million akçes. Ottoman treasury figures for that period show regular income of 198.9 million akçes against expenditure of 112 millions, leaving a positive balance of 86.9 million akçes. But even under such comfortable balance of payments conditions as this, naval activity on any scale in successive years represented an unsustainable burden to the treasury. In the mid-seventeenth century a significant proportion of fleet expenses was met from off-budget sources and extraordinary levies.

Another dimension of state military expenditure which, like the maintaining of a credible naval deterrent, formed an indispensable part of overall provision, involved both initial and ongoing costs for fortress construction and repair.

A dispassionate assessment of the Ottomans’ situation – whether in the spheres of naval activism and military construction reviewed above or in terms of their general strategic position – reveals that even in the sixteenth and seventeenth centuries, regarded as an unsurpassed era of prosperity and imperial success, the Ottomans had to prioritize, make choices and use their resources carefully.

Both distance and other geographical conditions strongly favoured a pattern of Ottoman military involvement oriented to the Balkans and Trans-Danubia in preference to the zone beyond the Euphrates. The limits to Ottoman expansion overland followed a similar logic to that which limited the Ottomans’ involvement in wars on the sea in the sixteenth century. A study by Pryor focusing on the Ottomans’ presence in the Mediterranean and contingent factors influencing the level of their naval activity has shown conclusively how physical, geographical and environmental constraints imposed by tides, prevailing winds and other natural forces defined the role they were able to play. Although Ottoman intentions in the Mediterranean had been signalled by the conquest of Rhodes in 1522, it was only through a patient and gradual building up of supply bases, especially in the Aegean – a process continued in phases over the course of an entire century between the late 1460s and the fall of Chios in 1566 – that they were able to position themselves to give adequate support to fleet operations in the mid- Mediterranean. According to Pryor’s study, position was of equal importance to advanced technology and seamanship in determining the limits of the possible on the sea. 

The supply challenge in land wars, because of the exponentially expanded scale of operations, was orders of magnitude greater. According to calculations recorded by Katib Chelebi, a typical Ottoman fleet in the mid-seventeenth century consisted of only 46 vessels (40 galleys and 6 maonas), whose crew complement was 15,800 men, of whom roughly two-thirds (10,500) were oarsmen, and the remainder (5,300) fighters. The numbers of armed soldiers and support staff committed to land wars needed to be in the order of four to five times greater than this. In addition, while at sea each ship tended to operate as a self-contained unit, whereas on land army forces shared a collective destiny. Stormy weather at sea affected the opposing fleets equally, and in extreme conditions forced both sides to retreat to their home bases without giving battle.

CONTROL OF THE SEA – THIRD CRUSADE

Maritime power played a vital part in the Third Crusade because of the transportation of both men and supplies to the East. In addition, control of the sea was crucial in the fall of Acre in July 1191, and it enabled Richard I to recapture part of the Palestinian coast. 

The Arabs only began to build warships after early Muslim rulers saw that they were needed to make conquests in the Mediterranean. They employed local experts to build and crew the fleets that defeated the Byzantines off Egypt in 654, and attacked islands such as Cyprus, Crete, Rhodes, and Sicily. In the late seventh century the Muslim governor of North Africa established shipyards at Tunis and built more than 100 ships. In the 840s a North African and Spanish Muslim fleet captured most of Sicily from Byzantium. In 904 an Arab fleet sacked Thessalonica, and throughout the tenth century Muslim ships dominated the Mediterranean. Although Muslim-owned warships were large, heavy, and slow, they were also stable and all-season vessels, unlike the Christian-owned types, which did not sail the Mediterranean in the winter. Most ships from Muslim territory operated as traders when they were not acting as warships and were hired by rulers on a freelance basis. 

By the twelfth century improved western European ships, especially those of traders from the Italian cities of Venice, Genoa, and Pisa, were competing to control the Mediterranean. The most common warship was the long, narrow galley that sat low in the water and had the flexibility of oar- or sail-power, depending on the weather. The galley could be used for trade. 

From 1177 Saladin began to improve the Egyptian fleet in order to defend his coasts from Christian ships and to attack ports of the Christian East. He imported timber from Europe and tried to recruit suitable crews. (In 1179 the church banned Christians from serving as captains or pilots in Muslim vessels.) Saladin's improvements alarmed the Franks, who feared he would attack pilgrim ships and the crusader states-as he did in 1182, when at least thirty galleys unsuccessfully attacked Beirut. 

After his victories of 1187 Saladin used his fleet to control the Syria-Palestine coastline. Only Admiral Margarit of Sicily resisted him in the north, while Conrad of Montferrat's fleet at Tyre defeated him in the south. In his attempt to evade the crusader blockade of Acre during the siege of 1189-91, Saladin even disguised vessels as Christian ships (by putting pigs on board).The crusaders used ships to transport troops and supplies and to attack Muslim fortresses, erecting siege towers on ships to create mobile fighting platforms. Conrad defeated the Muslim fleet at Acre and Saladin's naval supremacy finally ended in June 1191 when King Richard I arrived with a large fleet of warships and transports. They carried supplies up and down the coast, protected the crusaders marching along it, kept Richard in contact with coastal bases even when Saladin blocked the road, and enabled him to relieve Jaffa quickly in August 1192. 

After Saladin's death in 1193 Egypt's rulers paid less attention to naval power, but still needed a fleet both for defense and to attack Christian settlements. Later, the Mamluk sultan Baibars I built up a fleet and in 1271 attacked Cyprus. In 1302 Egypt captured the island of Arwad from the Templars. Further north, Turkish ships raided the Greek islands, and in the fifteenth century the Ottoman Turks emerged as the greatest naval power in the Mediterranean
